"DEFINITION: The management of risks and compliance is a tool for better governance, oriented toward creating and preserving value in both public and private organizations.

Since 2016, the Brazilian central government has been taking initiatives on governance, risks, and compliance (GRC). The approval of the Public Enterprises Law (Law n° 13.303/2016) and the Governance Decree (Executive Order 9.203/2017), besides a periodic evaluation of the public governance quality made by the Federal General Accounting Office (TCU), officially started a boom on GRC management all over national public agencies. This movement of public governance improvement tends to grow fast as more value is required from governmental expenditure in public policies (performance), and the adoption of new effective anticorruption measures and integrity advancements (compliance) seems to be a permanent demand of Brazilian citizenry after the Car Wash corruption scandal.

After a long period of inertia, public administration has finally begun to promote the adoption of better performance and conformity measures to answer people’s claim for more value and integrity in the public sector. However, this is not free of challenges, such as the huge lack of expertise, governability threats, and a wide-spread culture of patrimonialism operating inside the Brazilian Public Administration agencies."
