Abstract:

Reforms on the policies and actions of the United Nations (UN) due to peace operations highlight the first decade of the 2000s. In December 2005, the Security Council at the UN General Assembly created the United Nations Peacebuilding Commission (PBC). As an institutional mechanism, its role is to articulate the interests of various peacebuilding actors and to develop country-specific strategies to address distinguishing post-conflict scenarios. Moreover, the PBC is the UN’s attempt to respond to the inconsistencies regarding cooperation and coherence found in the peacebuilding architecture. What follows will examine how the PBC contributes to ensuring a
coordinated and coherent strategy in UN Peacebuilding actions through analysis of the commission’s primary instrument, the Integrated Peacebuilding Strategy (IPBS). The PBC has taken part in six cases, and this essay will focus on how the IPBS was operationalized in two of these cases: Burundi and Sierra Leone.
